Look in your local yellow pages for a Brewing Supply Store and go in and ask for a basic wine-making kit. Most of the brew supply places will sell you the same equipment (plus or minus a couple of things), but the shipping will cost an arm and a leg to order a kit over the internet.
DH brews his own beer. His mom got him the kit last Christmas. Of course, he keeps needing to purchase this and that to improve his system and make the brewing process easier. So, if you get a basic kit from a local brew store, you might also want to consider getting a gift certificate for anything extra your dad thinks he needs.
I don't get involved in DH's brewing process, so can't comment much on what you need to buy. But a good book on basic wine-making would be a plus. Also, your local brew supply store will probably offer ingredients in kits, with all of the different ingredients pre-measured. That's easier to start than buying the separate ingredients, measuring, etc.
If I were you, I would get a basic wine-making kit (maybe upgrade to the glass carboy instead of plastic), make sure the kit has a good wine-making book, and get the ingredients for the first batch of wine (ask the brew shop for something for a beginner that tastes good). I would get a gift certificate for bottles (not needed until the wine ferments for a while) and anything else your Dad realizes he needs.
