The Digital Expo guide shows areas for spectators just at start and finish in the Epcot parking lot - are there other places spectators are allowed to go cheer? What are the best ways to get there?

Those are the only official spectator areas. If you’re staying at a crescent lake resort, that is also an option but a little difficult to get between there and the start & finish if you want to do both.

No, not really. When the 10K goes around the Boardwalk, people will be out there but Disney has made this a "quiet zone" and discourages cheering. You can try the Epcot bus drop-off for the half on Sunday - there are people there and along the fence as runners enter backstage Epcot. They do not let fans out on the course.

And I will say again, I really hate that they did this!
