Window Hours for Guest Services?

I have vouchers for annual passes. What time do the guest services at the parks open for me to exchange for actual passes? We are arriving after 11 at night and I have a reservation for CP at MK at 8:20 in the morning. The park does not open until 9. Will this even work? I was hoping the window opened at least an hour before the park. I also want to purchase the TIW card, can I do that at the same window? I have purchased both before but can't seem to remember a thing from doing it the last time. TIA!
