If there are any outdoor events in the area, you will NOT be allowed anywhere in the vicinity without a pass. We personally, just last year, witnessed people being asked for their passes just before the fife and drum corps was scheduled to perform near the Governor's Mansion. Your list of credentials is nice, but my personal experience is different.
That must be something new because we have never been asked for a pass when watching the Declaration being read, etc. I'll take that into consideration next time we go

I think we've decided to just get the passes thru AAA so there won't be any issues of where we can and can't be - and DD likes doing historical tours.
While I agree with most of the recommendations, I had to jump in and correct. I grew up near there, my father worked there as a blacksmith, I went to college there and was just there last week and walked all of the streets, so I am confident that my information is current.
We took the ferry both ways, and were given this tip by a local: take some bread to feed the seagulls.
My daughter loved that. They flock around the stern as you are crossing.
Be sure to look for the bald eagles near the Jamestown side.
