It was reported as such as the annual meetings. As to whether they actually make the deadline, we need to wait and see.

If I'm not mistaken, starting in January you can begin booking the dining plan for vacations starting in April. We went to the annual meeting, but since our next trip home isn't until November, we didn't pay too much attention to the details.
