I am already married have been for 32 years , hence the lost licence, so where /how do I get a replacement?
I just checked on the State Department's website, and I think the answer is - it depends.
First time applicants:

If you're a first time applicant, it does not appear that you need a marriage license.
You will need to submit two forms of ID; one that will prove your status as a US citizen, the other to prove that you are who you say you are.
Acceptable documents proving citizenship:
Previously issued, undamaged U.S. Passport
Certified birth certificate issued by the city, county or state*
Consular Report of Birth Abroad or Certification of Birth
Naturalization Certificate
Certificate of Citizenship
Acceptable documents proving your identity:
Previously issued, undamaged U.S. passport
Naturalization Certificate
Valid Driver's License
Current Government ID (city, state or federal)
Current Military ID (military and dependents)
HOWEVER, if you're renewing a passport by mail, you will need the license, and even then - it's only needed if the name on the NEW passport will be different than the name on the old passport:

Hmmnnn, I'm in California too and didn't need my marriage license.In the state of California, yes, you need your marriage license.
I had my DL (married name) and birth certificate (maiden name). They asked for my marriage license to link that the person on the DL and the birth certificate are the same person, due to different names. Luckily, I had it with me "just in case."

Although thanks to the lovely FL DMV I now need my marriage license just to renew my driver's license even though I was married 11 years ago and had my license reflect that in 1999.Asinine....but the FL gubb'ment usually is.
