Is it true I can pick up tickets from the concierge desk at ALL disney resorts? Can I pick the tickets up from resort if I'm staying offsite?

Yes.

But, you can also pick up "Will Call" at any ticket window or Guest Relations outside any theme park, or water park, or at TTC, or at either ticket location at DTD/DS.

...which would be a lot quicker than side-tracking to a resort just to visit the concierge...

Nope.

The resorts can't handle anything regarding Annual Passes.

But, you can activate an AP at any ticket window or Guest Relations outside any theme park, or water park, or at TTC, or at either ticket location at DTD/DS.
