Will Accessible Rooms Generally Be Ground Floor?

In the values and mods, will the accessible rooms automatically be ground floor rooms?

In the values and mods, will the accessible rooms automatically be ground floor rooms?

At CBR and the Alligator Bayou section at Port Orleans Riverside there are only 2 floors so no elevators. At those locations the wheelchair accessible rooms are on the ground floor. But everywhere else has them on all floors.
