As with anything there are many variables in answering your question.
If the bus is at WL when you get to the stop and if it is not stopping at another resort it should be about 15min. If the bus just pulled away as you get to the stop you could wait 20min for the next bus, if the bus is sharing with another resort(it can share with FW, or CR or Poly/GF), then that will add time.
The boats run in continual loops, again however if you just missed the second boat you will wait for them to cycle back around. When you get to CR you will walk up the dock, past the pool and into the lobby, then you need to get to the 4th floor then ride the escalator to the monorail platform. Once you board the monorail(if it is there or if you wait)you will ride it to the TTC, then you will disembark that monorail and walk to the boarding platform for the Epcot monorail and board(or wait)the monorail for the 15min or so ride to Epcot, including a trip around Spaceship Earth before reaching the Epcot station.
