Do you feel it would be safe to book WL for Aug 2017 or do you feel the construction would still impacted my holiday at that time

Depends how you define safe.

The notices of commencement and building permits extend through the entirety of 2017. It's likely the work in the north wing and the quiet pool will be complete, but I would expect the cabin construction to be ongoing based on the timelines at the Poly for the bungalows.

How upsetting you would find this relative to the dollars spent is really up to you.
