It's free. Resorts are likely better than the parks and I found the parks to be worse last time I was there, but I heard there was supposed to be an upgrade earlier this spring. I hope so.
Also be careful leaving your device on wi-fi...since connections are flaky, you'll chew up a lot of battery looking around for a signal. Just use it when you need it.

Just got back from WDW. (My Experience) WiFi is HORRIBLY SLOW. Just about useless. While in my room at the Comtemporay, I ran a speed test using Ookla speed test. Didn't even bother trying at the Parks.
Download Speed: 0.16 MBps (a typical home high speed connection nowadays is 25MBps - that's about 150 times faster)
Upload Speed: Was taking too long so I killed it.

That's disappointing. With potentially thousands of devices hitting the Disney public wi-fi at once, I wouldn't expect great speeds, but the download speed you observed is unacceptable. Perhaps that's part of the reason we haven't seen same day FP additions in MDE yet...the wi-fi network can't handle it and MDE seems to be pretty data intensive. Instead, we have to use the Disney private network (that is, CM's with iPads)

I'm surprised to hear that. We were at the world in April, and we were actually impressed with the speed and stability of the Wifi, both in the parks and in the resort. That said, it may have been a matter of our room being close to the wifi hub or whatever, but we never had a problem all week. We even had wifi on the bus (not always, but a couple of times!).
I only used the wifi on my iphone. DH used it both on his work laptop and his android phone.
We all were shocked and amazed.
