Why not any Disney parks south of the border?

Disney was very pro- Latin American so why not any Disney Parks in South America or Central America?

Well, Brazil already has some major theme parks. So likely Disney just doesn't see the profit potential required at the moment. And as far as Mexico, California and Florida are easily accessible. But never say never, if they deem it profitable, they will build.
