Why no CS at Leaping Horse Pool Bar?

It seems crazy that you can be at the pool at YC/BC and go to HH's for CS but not at Boardwalk.

Hi! The Disney Dining Plan Location guide that I printed off of the main Disney web site a month or two ago lists "Leaping Horse Libations" at the Boardwalk as a counter service and snack location and says it does lunch and dinner. Is this the place you're talking about? I posted several weeks ago asking what Leaping Horse and Boardwalk Joe's were because we are staying at BCV and I wanted to know my Boardwalk options and I got a response saying that Leaping Horse was the pool area restaurant at Boardwalk.
