Several suggestions:
The first thing you should check if this is a new behavior if the cat's health. Often, inappropriate elimination is a sign of a change in the cat's health, particularly a UTI or bladder infection. Take them to the vet so they can get tested, it could be a simple antibiotics fix.
Have there been any stressful changes or situations in your family lately? When my mother was sick with cancer, my CAT got depressed....perhaps from picking up on my elevated stress level. One of the ways he showed it was by inappropriate elimination. He's on Prozac now and back to his old self. Yes, my cat is on Prozac.
If the cat checks out healthy -
Is the litter boxed scooped DAILY? Cats need a very clean box. (Would you want to use a toilet that hadn't been flushed in a while?)
Does the box have a hood? Many cats don't like the cramped space a box with a hood has.
Make sure there is enough litter in the box. Should be at least 3-4" deep.
Try changing the type of litter. Make sure it doesn't have any added scents.
Try using a larger size little box.
Can you move the litter box any farther away from the the area the dirty clothes go? Don't let any dirty clothes get put on the ground and buy a tall hamper.
