Why expensive points charts are a good thing

Hmmmm then they put bunk beds next to the main bed in CFW. Maybe people just don't want bunk beds.
Way back in 1994 we stayed in the original FW Cabins (the version before the version CFW replaced). In the bedroom was a queen bed and a set of bunk beds. In the living room was a queen Murphy. We put the two kids in the bedroom and slept in the living room. The next version of FW Cabins had the same arrangement with the exception that the queen in the living room was a sofa bed. So these new CFW just follow that pattern.

I would bet that is by design, to start high to make sure they are covered, then let them get lower over the next 5 years to help sell, then once it is closer to selling out they could raise them up a significant amount again now that the majority of points are locked in to dues being paid.
This assumes DVD has control over the dues, which I guess based on the Aulani debacle, they do. But the dues are set based on the operating costs, so unless there's some Hollywood accounting or shell games, it's probably pretty straightforward. I would guess that there's very little "manipulation" or "adjustment" or whatever you want to call it, especially after the first few years.
