My niece asked me this question and my response was because he doesn't wear pants!
We were at the parks and she saw Donald and wanted to know why "he was naked"?? She said his friend Mickey wore pants and why couldn't Donald.
Then she explained to me that the reason why he doesn't wear underwear and pants is because he is always getting angry and it he had to wear "panties" he would be upset even more because his underwear would go up his bum!
I just had to laugh and didn't know what to say to that!
How would you handle this ???
