If someone trips over, or is otherwise injured by, a stroller on a bus, the injured party will sue Disney not the person who brought the stroller on. Why? Always sue the deep pocket!
It is naive to say that the person who brought the stroller on is responsible if someone is injured by it. Although that may be true, since it is Disney's policy that strollers are to be loaded into the passenger areas of buses, it is Disney who will be sued if someone is injured.
It does not matter that the person with the stroller could have driven or, indeed, could have been more careful.
What matters is that Disney requires that any strollers of persons riding on the bus be hauled onto a bus and held -- unrestrained -- in the passenger area of said bus. That is the way the law works.
Just sayin'
The bad thing is if what you are saying is true, then Disney should just ban strollers from being on the bus. However they are not about to go out and get all new busses, so that would mean if you want to ride the bus you leave your stroller behind. How many people would that make happy?
