Why aren't resort "seasons" the same for all resorts?

I was looking at the 2004 schedule (thanks Aprille!) to see when value, regular, peak, etc. seasons are and I noticed most of August is considered regular at the values and moderates but its value season at the deluxe resorts. I never realized there was a difference. Anyone know why? Makes no sense to me!
 
I believe it is due to the supply/demand.

Many families with young children travel during the summer when kids are out of school...they tend to fill up the values quickly. This apparently leaves a LOT more rooms open at the more expensive deluxes...they have more inventory available and need to price the rooms more attractively.
 
I would think it has to do when each resort fills. Disney usually has a good handle on what the crowd patterns are. Many years ago there use to be some really great deals for the first 2 weeks of Dec. I got to stay at WL for less than the All Stars.:eek: Not anymore.:(
 

I think a lot of the European package tour operators tend to use the value and moderate resorts (think how expensive the flights are), and July and August are their busiest months. I would imagine Disney must sell blocks of rooms to these operators filling them up pretty quickly.
 
The deluxe hotels are used for business meetings/conventions. I think Aug is a slow month.
