Why are certain dates left out?

I'm frustrated. We are headed down 10/21-28 and there is no offer for free dining. I read rumor about a new offer coming out on 9/27 for dates starting around the 20th of Oct, but now that this new Disney Visa code is out I doubt there will be another offer the following week. What does everyone else think? I think it stinks that free dining was extended and now Disney Visa comes out with deals for the same exact dates. Should I give up hope on getting anything other than the current fall rate package deal?

They offer great incentives for dates when occupancy is low, or at least traditionally slow periods, which is why some dates are offered and others are not.

And yes, it's frustrating...especially for those of us who did not receive a pin code, live somewhere other than the "neighboring states", and do not have a Disney Visa card! Guess that means I'm SOL and stuck paying rack rate and for my food even though we are going DURING one of the "special" weeks! (and yes, I tried as soon as the GP codes came out last month for a discounted rate but our resort was already sold out for discounts at that time).
