Why a few boards do not have links to User CP at the top?

Why is the DVC Board (and Cruise and one other?) the only(s) one without the "User CP" line at the top of the screen?

I like to use the User CP link to flip quickly through the Boards I frequent, and it is nice to have it at the top of the screen on all the other boards, but for some reason, the DVC Board hath it not.

Here is the line of links that I mean:

"> user cp > register >calendar >members >f.a.q. >search >home"

We have a DVC Board Thread going on this question?
