Who qualifies for Early Entry?

What type of tickets qualify for Early Entry? We are leaning toward purchasing a 14 day 4 park Flex ticket (probably on the internet before we go). Will that qualify? Do you have to stay on Universal property for Early Entry or does anyone qualify? Final question (I promise!)...I think the parks open at 9 am during mid September, so what time would Early Entry start? Thanks!
