Who makes the decisions for the Disney parks??????

I know WDI designers the attractions in Florida, but where are they located???? Where do all big decisions come from. I am referring to what state in the USA?

My friend works in the Project Finance dept (she works on managing the budgets for various new rides, etc) and her work location is actually in Glendale, CA The buildings are basicially unmarked and unless you know what is there you think they are simply offices.....

There are some Imagineers here in Florida too but the bulk are in CA.
