Who do you call?

If you see someone in traffic doing something really stupid -but it is not an emergency is there someone to call?
A few weeks ago I saw a cooler fly out of the back of a truck on the interstate. I was really worried it was going to cause an accident -but I was afraid calling 911 was over the top.
Also -is there any place to report reckless driving? I saw some over the top stuff today by some guy who obviously had some serious "road rage".

I live in Southern california. They need to open up a seperate hotline just for stuff like that. Oh the stuff I have seen.

here in colorado we do have an open line for that, but for the life of me I have no clue what the number is. For some reason I want to say it is 277 (csp colorado state patrol)

But again I really don't have a clue what the number is.

I thought I had heard before you could call the State Patrol -but I did not know for sure.

We have a local non emergency number that we call instead of 911. It actually rings in the same office, but 911 calls are taken first.

I've usually called *fhp because the nonsense we've seen was on on the turnpike or I-95 but I think in regular roads, I would still try *fhp and see what they said.
