Who can purchase the DDE card?

I know AP holders can purchase the DDE card, but can DVC members purchase it as well? And does anyone know how much it is for either AP or DVC?

DVC can not buy it. Only AP and Florida residents.

Thanks. Looks like I am just gonna have to buy an AP. Of course, then I am gonna have to go enough to take advantage of it...
