Really nice razors/refills (ex. Mach 3 or Gillette Fusion) should be under/around your $15 limit and I know both women and men would love them!

My son had one of these with his youth group when he was 15. We took an empty, clean 2 liter Dr. Pepper bottle, took off the label and slit it up the side. Then we stuffed in all kinds of candy and glued the label back on. When it was wrapped, it looked and felt just like a 2 liter soda, but once it was open, the kids fought over it. That and the screaming, flying monkey were the big hits.

A bottle of liquor always leads to a fun game! Wine too but wine just isn't as "fun" to fight over

Last year, we did a "movie theme". We got the bucket of popcorn (disposable) then added Hot Tamales, Millk Duds, and Twizzlers, a regular and diet pop and a movie rental coupon. It was about $10 - $12
