During our last trip (aug) we had one at dinner time at Flying Fish and even our extremely picky ds enjoyed it so I am trying to find more places that have them.
Here is a picture of our cheese plate from Rose & Crown at Epcot. I preferred the cheese plate here over the one from Le Chefs de France. A wonderful plate is also offered at the Garden View Tea Room at the GF. The plate there has cheese, pate, forcemeat, berries and nuts.
These look delicious! I love cheese plates. DH and I got a cheese plate from the boulangerie in France at Epcot. It came with baguette. We paired it with some wine from the kiosk and sat at a table outside by the water. It felt very European! And it was tasty too.
Flying Fish and Jiko have two of the best cheese plates we've tried (aside from the one at Victoria and Albert's). While I haven't tried it, I've also heard that the cheese plate at California Grill is quite good.
The cheese plate at California Grill is really wonderful. They are always changing and updating to have some new flavors and accompany them with an interesting side (ie, honey comb, chutney,e tc)

I had the cheese plate in September at Rose and Crown. Mine was not the same as shown in the picture above. I was very disappointed in mine.
I am curious when that picture was taken, it looks better than my September variety they gave me.
Pretty much all of the signature dining restaurants will have them. We've never really had a bad one, though on occasion there is one cheese we don't care for (well, that's really only happened once or twice ever). One of the most fun things about getting a cheese plate is that the chefs have paired each one with a specific accompaniment, like honeycomb, almonds, fig paste, chutney, fresh or dried fruits, etc etc. that marry perfectly with each specific cheese.
Here's a pic of one we had at California Grill awhile back:
