If you don't mind the long walk to the pools/marina/GCH or prefer to be closer to the TTC, go with Pago Pago!

It's because if you are SV you are guaranteed the side of the building facing the interior courtyard. At PP you may face parking lot, and Tokelau is naturally the loudest from all angles.
