Which park in the rain

We are heading for Royal Pacific and USF tomorrow night. It appears trhat there will be some rain on Thursday. Which park is better to do during some bad weather? I would think that there are more indoor type rides at Universal Studios and more outdoor stuff at IoA. Am I right?

Yes studios be best. If it rly storms then they do close the water rides and unfortunately cant do those. I would imagine there would be nothing closed at Universal if it storms but when we were at IOA they pretty much just stopped everything and we lost an hour.
