Which Park for a 1-1/2 year Old & 2-1/2 Year Old?

Going to Disney, have one day for another park. Which park will be good for 1-1/2 year and 2-1/2 year old, Universal, IOA or Sea World?

Which will they enjoy more?
Which will they be able to do more?
Which is more of a value?

tough question, the best bet IMHO is seaworld, for shamu's happy harbor and the animal interaction. suess landing is awesome, but overall, SW wins.

Or USF for Fievel's Playground. There's the water area with the big buckets that tip over every few minutes, and the nerf ball shooting playground. SWF or USF will be good. Bring a good book to read and a change of cloths for the kids, because they'll get wet, and stay in the playground for hours.
