Yes, the value resorts do have the most Disney decor/themes and if you did choose to stay at a value resort, I'd recommend Pop Century.
As far as moderate resorts go, I think you'd enjoy Port Orleans: French Quarter.
Port Orleans French Quarter has a great pool for younger children. It has a slide that is just right for a five year old. The resort is smaller and a little easier to get around. Thats where I would go.
We've stayed at POFQ *twice* because the property is so compact so there's hardly a long walk to anything. The decor is very festive with the Mardis Gras theme, plus you have the boat to take to Downtown Disney. My DD and I first visited when she was 6 and she loved it because of the 'party' decorations.
I would say POFQ. Mt DGD loved it there, the pool was her favorite. I loved it because it was compact. More reasons than that actually, but these are the reasons I would head there again when traveling alone with a youngster.
DS was five during our travels last summer to Coronado Springs. He thought the Dig Site pool was awesome ! He was also so taken by the food court that we will need to head over to CSR for lunch one day even though we're staying at POR this summer.
