For Moderates I'd say CSR. We did a split stay at POFQ and CSR Dec '05. CSR had ALOT of very pretty poinsettas hanging as you walked in, they had a large Christmas tree sitting inside the fountain area in the lobby under the dome and another one at the far end of the check in area next to a window, then going down the long hallway toward the Pepper Marker and Maya Grill they had garlands hung across and little Christmas trees on shelves. POFQ had a couple of trees as you walked in and a few red poinsettas, but I don't remember much else. We had breakfast one morning at PORS and the wandered around a bit. The only thing I remember is the Christmas tree as you walk into the main building and a few poinsettas setting around. I went to CBR last Dec and all I remember is a tall skinny tree inside Port Royale in a corner. There was also a tree in the building where you check in at.
Unfortunately, the values don't have much beside a tree inside the main hall. POP did have quite a bit of Christmas music playing though (in addition to the oldies they normally have playing).
