I'd go with Tutto Italia. The entrees were good when we were there last December and the desserts were really good!
 
Agreed on San Angel, unless you want to catch Remy for lunch at Chefs de France. While I admit that I haven't been to the Rose and Crown or the most recent incarnations of the Italian restaurants, I found Epcot's Italy food to not be anything special back when I ate there in '02/'03. San Angel Inn had a great romantic atmosphere for adults, and the food was terrific. I agree on the margaritas 100%, too!
 

We picked Tutto Italia for our romantic lunch and were not disappointed. It was very relaxing, we had apps, split a salad and then took our time with our entrees. Many families are now opting for the restaurant next door, the place was 1/5 full at lunch. (I think many go for dinner)
 
I like Rose and Crown. I guess it really comes down to which type of food you are in the mood for.....your choices are equally good I think.....just different.

San Angle has been our first day start the vacation off resturant for the past 5 years.
 
We really enjoy Chefs de France! We have one night at Disney in March, and we're heading to Chefs de France for lunch!

Another vote for San Angel here, primarily for the atmosphere. I don't care much for the food at any of the places you mentioned.

Second choice would be Chefs de France for similar reasons.
 
Tutto Italia, It is one of our favorites at Epcot, but Rose Crown is good too and the service was phenomenal!

Our traditional arrival day lunch is at Rose and Crown, enjoying our meal and a few pints to start our vacation. We will be enjoying that lunch one week from today!
 
Count me in for Chefs! Myself and DM had dinner there in December, and it was so good! The french onion soup cannot be beat with a stick, lol. The service was pretty good too :) They also have a prix fixe menu for lunch- three courses for $20. Not a bad deal at all!
 
Well I chose San Angel b/c I LOVE the atmosphere and the yummy food and drinks! Love margaritas!

That said, I would love to try Chefs De France myself and haven't yet been. I'm considering it this trip, but many of the other folks in my family aren't as keen.
 
For lunch...I would definitely go with Chefs. However, on one trip..we did have a surly server. She reminded me of a line from Ratitoulle. I don't mean to be rude...but I am French.

We love Rose & Crown too, but love to go there for dinner and then enjoy Illuminations.

Tutto Italia is just ok to me, and I've not been to San Angel Inn.

One other thought...the counter service place in France is wonderful!
