You have the important part right...as more BCV points are sold, more rooms become available!
If you're curious as the logicistics of why,
DVC owns all of the points in the 'Developer' inventory. When those points are 'sold', points are moved from Developer inventory into Member inventory. One way of thinking about this is DVC has 'reservations' on the BCV rooms with their 'points' (the developer inventory). Once people buy points, they're effectively buying some of the reservations that DVC holds for itself.
How this works behind the scenes is unknown to me, but I'd imagine its a simple point-to-point formula. Once people by X points, then X points worth of ressies can be made by ANY DVC member. When those ressies might be made depends on room availability split between Points ressies and Cash ressies.
This just got me to thinking about the benefit DVC derives from the Magical Beginnings buy-back program. By buying your first year's points, DVC essentially delays your access to the points for 1 year. Those points are kept in developer inventory. By being kept in Developer inventory, DVC and Disney don't have to cancel someone's cash ressies in the event too many members opt to use their points. Of course, all points people spend on non DVC resorts go into the developer's inventory for the year, but its just an extra margin of error (and profit) for DVC.
Anyway, if you just read my first two paragraphs, I hope this makes sense.
