Which abuse of DVC by non-DVCers should be addressed first/most?

There has been a lot of discussion recently about pool hopping. Some of that included the concern that non-DVCers (usually locals) sneak in and use DVC pools.

Earlier there were discussions about non-DVCers sneaking in and filling up the DVC parking lots while they spent a day in the parks.

And there may be more cases of this sort of thing that need to be brought up.

So the poll is:

Which abuse of DVC perks by non-DVCers should be dealt with by DVD management first/most?
 
If you're talking about parking at Boardwalk, I don't think DVC can do much about that. I personally talked to the BW Manager about the parking situation after the annual meeting in December and he said that since Boardwalk is a public area, there is nothing they can do about it. I suggested a separate lot or area in the lot for members or hotel guests, he said they don't have the space for it. He suggested valet parking...
 
I know visitors could just walk into the parks from the BW,, but maybe they could check the resort IDs for people using the buses and boats. I'm not being a scrooge, but Disney transportion is supposed to be a perk for Resort guests only.We don't use the buses anymore because of the overcrowding, but it would be interesting to know how many non Disney resort members are filling up the buses, boats, and monorails. I don't know how many times we've been on the boat from MGM back to the Boardwalk, or Y and B (my kids having to stand), to hear people talking about staying offsite and parking at the BW or swan and dolphin. This is why we prefer to walk from MGM or Epcot. You can't blame the people for doing it because Disney lets them. Disney always advertises free Disney transportation for Disney Resort guests, they should make it exclusive to the guests. You might hear less complaints about the buses and the parking at the BW if Disney would ask for the IDs. I read on the Boards that the Swan and Dolphin did this recently, It would be nice, if the others did the same.
 
I was under the impression that a Park Hopper Pass (or other park pass) allows the user unlimited access to Disney transportation. Thus there really wouldn't be anyone who couldn't use the busses, monorails, boats etc. as just about everyone has some form of park ticket. I have no idea where I got this information, and I can't find it in writing anywhere, so maybe I'm mistaken. Does this sound familiar to anyone else?
Just curious.

If a non resort staying person buys a multi-park ticket...they should be able to use ANY form of transportation to get from Park A to Park B!!Or go from the park to a resort for a meal.
 
While we usually concentrate on DVC resorts on this board, the parking and pool issues by non-WDW guests is a problem at all WDW resorts.

BW, Y&B, S&D, Poly, Contemp and GF are probably the most abused, but all resorts are affected.
These same resorts are also used by guests staying at other WDW resorts (who even have a parking pass), but use those resorts to park closer to Epcot and MK.

The problem is multi-faceted and is really a challenge for Disney in general. Checking ID's on buses could help in a small way, but the extra time required to do so would put more delay in an already maligned bus system.

We may think of it in terms of our DVC resorts, but these same issues exist at other resorts also.No easy solutions here at all!

This certainly isn't as big of an issue as the use of pools but I've seen non-DVCers using our gym facilities.

There was a time when you had to use your Resort ID to open the gym door at OKW. That practice has been stopped, at least the last few times I've been there. Anyway, each time I've used the facility there have been non-DVCers using the gym. How do I know this - some told me in general conversation. They're staying at different Resorts and driving over to get a free workout.
