We were just at WDW in Dec. We found Pluto with Goofy in the Animal Kingdom by the Dinoland. Also he was in the center of main st in the MK, Chip and Dale were there also.

In July we greeted him in the morning at Magic Kingdom. He was greeting guests in Town Square. On that same trip we also greeted him at the Epcot Character Spot.

You can always ask a CM and they can call a character hotline to find out exactly when and where Pluto will be. As was mentioned, the character spot at EPCOT is always a great place to look

We just got there last Christmas holidays and the experience is really wonderful, we saw Pluto with Goofy at AK. My kids run to take some pictures with them.

He's at several character breakfasts which is an easy way to get good interaction time. I'm seen him at the Epcot character spot as well as under the hat at HS. As PP mentioned, you can ask the CM's and they can generally make a call and find out not only where but when a particular character will be.

The Character Breakfast at "Ohanas" (in the POLY resort)
is a great way to see Pluto.
The Breakfast is one of the best onsite with great Character
interaction, good food, pleasent atmosphere.
Plus the food is served Family Styled which they bring
the platers to your table so you don't have to get
up and serve yourself from a buffet--you don't have
to worry about missing the characters thay way.
The other characters at "Ohanas" are:
Lilo, Stitch, Mickey and of course Pluto.
Pluto was a blast when we ate there in Sept.
He was playing Peek a Boo with a 1 year old who loved it.
Ohanas is our Families Favorite Character Breakfast.
