Where to order digital prints in odd sizes?

I have a picture that I took and would love to put in a picture frame that I currently own that is 36x12. Is there anyway online that I can order this economically?

Print it 24 x 36 with "matting" on the top and bottom of the image to size it to this aspect ratio. Then trim to size. Yes, it sucks that you have to pay extra for wasted space, but I don't know any other way.
