If you need larger bins (such as 18 gallon +), I don't know of anywhere that sells them cheaper than Walmart. They are under $5 each for that size. If you are wanting smaller bins with/without lids, sometimes The Dollar Tree has good options, but only if you are wanting bins smaller than a shoe box.
Walmart is generally the cheapest, but check for sales. I got a bunch of large bins (18 gal, I think) at home depot about a month ago for about $4 each on sale. Target has good sales on the large bins at times, as well.
Just an FYI- the cheapest totes I could find at my local Walmart were 5.99 for clear 56 quart ones. ( Yesterday) That was less then my Big Lots or Target.
The best I could find at my Walmart were 10 gal for $4-$5 or 27-30 gal for $12. We could probably use 10+ of the 30 gal ones (preparing for a big move and would rather not use just cardboard boxes), so I really wish I could find them a little cheaper.
Thanks for asking this. I really need to get some and didn't think of Dollar Tree. They just opened a new one in my town, so I know where I'll be going this weekend.
Suggestion: When getting these bins make sure they will fit on the shelving you have or intend to buy. The cheap plastic shelving they sell at home depot is really great for these bins, but not all bins will fit well on the shelves. I've found the 70 quart Sterlite bins have the best proportions for most shelving. I've only seen them sold at Target and only in-store. The latches and clear plastic make them perfect. The 70 quart ones at Walmart are not the same, so beware.

Be careful about stacking totes in a moving truck. We hired men to load an AFB trailer for us and they stacked totes. By the time they got to VA most were crushed. Huge investment replacing them!
