Jiko and Citrico's are both quiet, if that is your sole criteria for romance. We were just at Disney in February on the DxDP and I really felt that our meal at Jiko was only so-so. This made me particularly sad because we had really great service there.
Citrico's didn't leave me awe-inspired, either. It was good...not sure if it's worth the forty dollar entree prices, though.
The food at Flying Fish was exceptional; really enjoyed what we had.
But we loved California Grill. Granted, we had a window seat during Wishes on Valentine's Day, but I still thought the food was pretty outstanding. there's a lot to be said for being able to look out on the Magic Kingdom.
The girl at the check-in desk downstairs was also the first to catch the Happy Anniversary on our reservation and give us our pins and make a big deal, so that added to the magic.
And IMHO, stay away from Chefs at ALL COSTS. We had just about the worst meal of our trip, possibly one of the worst anywhere, when we were there in February.
