I'm doing a quest with a question that says to find a place that sounds fun all the time and you can find people with happy feet. where would this be?

OK, so that's a player's quest. I'm not familiar with it and I'm not on now to be able to help you, but I would bet it's the music room, you know, where you play your song and dance and whatnot? Try that, if you haven't. Other than that, I can't help you, sorry!

Could also be the Golden Horseshoe shop. They play peppy music all the time, and you can see Mickey's feet hopping around under the stage curtain. That'd be my guess, aside from the Music Game.
