Usually eBay sellers pass along the shipping and handling charges to the buyer. As a buyer, you have to check both the highest bid and the shipping charges to estimate the total cost.
I remember seeing something on sale for a minimum bid of $30, which was reasonable for the item, but the shipping was a whopping $50! I asked the seller about lowering it and they gave me some sob story that it really cost that much for the shipping. I checked with the post office and the cost should have been around $10 to ship the package.
The auction closed with the item unsold and the seller has relisted the item (at a slightly lower price, but the same shipping) repeatedly without ever receiving a bid. I have to think that they're including insurance and other items in the shipping cost, or using a more-expensive service since they keep that shipping cost at $50.
Everytime you list something on eBay, you pay a listing fee that is non-refundable. Photos are extra. That's why Craigslist is popular since there are no fees.
For big items that you don't want to ship, Craigslist is better. DH used Craigslist to sell a 5-year old electric stove that was in perfect working condition when we changed over to a natural gas stove.
