He's not a regular meet and greet character so I'd guess from either the Halloween or Christmas party. Somewhere in Adventureland close to the Magic Carpets ride? In 2013 there were Adventureland characters at either the Zanzibar Trading Company or Agrabah Bazaar; not sure where the M/G's are for the parties.
