Not exactly what you are looking for but, National Merit Scholarship Qualifying scores are adjusted by state so that each state will get an equal number of scholarships. In other words, those states that have the high school students that score the best, have to get a higher score to get a scholarship. Qualifying Scores range from 201 to 221. Based on this system, Arkansas ties for 45th with a qualifying score of 203. (West Virginia, Mississippi, North Dakota, Nevada and Wyoming are at or below Arkansas.)

Of course, the important thing to remember is that scores paint only a general picture. Within every state there are some really great schools and really great teachers and there are also some bad schools and lousy teachers in each state. Sounds like your boss needs the education.
