My understanding is that the rooms available for a Members' cash discount (25% off rack) comes from two places -
* the points inventory of rooms that DVC members own
* the developer's inventory of rooms (portion of the resort that is ready for occupancy but not yet sold/declared into the members' inventory. The developer still owns those rooms.
You can only get a members' discount if MS determines that not all of the rooms in the above mentioned two "inventories" will be booked the "usual way". As noted, points inventory belongs to the members. Developer's inventory normally goes to CRO to rent to the general public. There is very little (if any) developer's inventory left at the sold out DVC resorts.
FWIW, I do not think you will be successful in getting a members' discount for a room in early December. It could happen for one of the weekend nights (Friday or Saturday), but even that isn't likely if MS is reporting that the resort is already full. As you might know, there are waitlists for most early December dates at BWV, BCV and VWL. Not sure about OKW. Waitlists will get the rooms (and they should, of course) befoe anyone is offered a member's discount.
CRO is your best chance of getting a cash room - you may have to pay rack rates, but there is probably still availability there at most of the WDW DVC resorts. In my experience, December weekends are popular and the general public books weekends up more quickly than the weeknights. If you want a cash room for a December weekend, my advice is to get it booked soon - you can always cancel if something else works out.
