Where can APs be upgraded (TTC)?

I hope this is the right place for this question. We need to upgrade our APs from Gold to Platinum for our trip (due to block out dates). We know we can do this at guest services at any of the parks (not at the resorts).

My question is can we do this at the Ticket and Transportation Center?

We are staying at the Poly and walking to the TTC would be so easy as we are getting to the resort around 8pm.
