When will we know how many points a unit takes?
It sounds as if maintenence is low $3.69. I betting that is because it requires so many more points per night.

Will BLT have Concierge rooms?

If you sign onto DVC.com and select the point calculator you can plug in dates and pick a room size to see how many points a vacation would be.

If I remember right, the choices for rooms were std, 1 bedroom, 2 bedroom or GV each with a standard view, lake view or MK view, except GV doesn't have a standard view. I didn't see any mention of concierge.

It is a high-rise complex. Maintenance fees are cheaper due to this.

For the condos we've lived in here at home, maintenace fees (aka condo fees) are lower for high-rises than for spread-out complexes. There are less grounds to maintain, for one thing.
 
Higher points cost would be one factor, but I agree with the villain that the lower cost of high rise developments compared to low level is probably the biggest single reason.

As well as no mention of consierge I didn't see any mention of dedicated restaurants for the BLT. I saw a members lounge mentioned, but not a restaurant. It also seems the pool would not be a "feature pool" in the manner of VAKL and just one extra pool as opposed to the 4 or 5 at DSSR. All of those tend to be a cost items to running a resort, therefore increase the dues costs.

I think DVC is mostly doing the more points per-room angle, though. It seems to take 20% more points per room per night, and the maint fees are 20% less per point.
For easy math: Does not matter if you stay in a 20 point/night room w/ $5/night maint fees or a 33 point/night room with $3.33 maint fees. In both cases you are paying $100/night in maint fees.

Now if you use your $3.33/point maint fee points contract to stay in the resort with lower points costs and $5/point maint fees, then you start getting ahead!

Uhhh...the biggest single reason is that DVD subsidizes the maintenance fees heavily (based on past experience) at new resorts.
