How does that scheduling work? Do they have to petition to work at another stand/store?

It's really complicated to explain but depending on their role and training, they have the ability to hop around to different locations and parks and jobs just for a shift pick up or trade, as long as they are properly trained for that job. To permanently relocate to a new role is a whole ordeal that involves rules and the union. Our friend's daughter worked in merchandise as a CP and it seemed like it was her goal to work as many shops and wear as many costumes as possible to have a photo of herself wearing all of them.

Yes, my daughter did that as well. CM’s that work in merchandise are able to pick up shifts all over WDW, both in parks and resorts. Also those that work in attractions can pick up shifts in crowd control for fireworks and stuff. I knew a CM that worked at friendship boats but then transferred to monorails that would continue to pick up at Friendship boats on occasion.
