When to check for discount codes?

Greetings, it's been awhile since I've been here. When is the best time to start looking for discount codes to plan a trip to WDW in mid Februaury?

Go to mousesavers.com and look up the historical dates that various discounts have been released. That should give you a pretty good--although not necessarily accurately predictive--take on when discounts for February 2020 might be released.
