Do they open back up later in the evening after people have left??

It was my understanding that you only need a park reservation for the first park you visit. You can hop following the rules after that. They don't physically close the gates like on New Year's Eve and the like.

2. No need to buy the Hopper in advance. Wait until you are vey near your trip and you can upgrade if you like.

OP was not specific as to what dates, so they might be asking about a particularly busy time.
And, we don't know how "capacity" will be affected by further adjustments to corona rules, over time.

no one really knows because they haven't had to turn anyone away yet since PH was brought back

Thanks so much for all the info!!! I will hold off on purchasing hoppers until it gets closer!! Easter/spring break should help a lot with knowing what will happen in the future!!
