When do you think the AP rates will be released for Jan & Feb?

Judging from this, it looks like we may see AP rates in 2 to 4 weeks. Here's hoping that they are better than the current GP room discount.

If they do release AP rates, will they probably be the same as they are now? 30% value, 35% mod and 42% deluxe? First time with a pass (first trip actually) so are these "normal" AP rates?

It is hard to say. The % off varies depending on the time of year and how desperate Disney is to get people into the on-site hotel rooms. I wouldn't say there are "normal" AP rate persay.

We are booked at POR January 7-10 but waiting for the AP discounts. I know this is marathon weekend (that's why we're going) but I used an AP discount during the Princess Half Marathon last year. I'm hoping there will be a discount even though it's an event. (I am thinking yes since neither the full nor the half marathon are full and Disney wants to entice people to run!)

Any AP rates are usually good for race weekends - we used the AP rate for the Princess Half Marathon last year, and historically it's been offered over marathon weekend.

The marathon package rate is not great; it's pretty much rack rate.

The marathon package is a whopping $19 in savings over rack rate. I called and was not to happy about it to say the least.

I'm waiting for January AP rates too.
I already booked using the Winter Room Only offer at Disney Deluxe Villas which is a 40% discount.
I just don't think any AP rate will be any better than that unless there is a 45% discount.
