When do the Halloween decorations go up at US/IOA parks?

Hi
We are most likely traveling 3rd week in September. Will it be full blown Halloween? I've been to disney 3rd week of September and while it was decorated in fall theme it wasn't full blown in your face.
We are hoping it's the same at universal as we don't celebrate Halloween but hearing that it's called Halloween horror nights, I wasn't sure and that is the only month we can really go on vacation at this point.

HHN usually begins the 3rd week of September, so they'll have some props up in the streets. A lot of it is covered up until the park closes and the event opens for the evening, so you may see some stuff but you probably won't see anything too frightening.

Universals Halloween Horror nights ( much more intense then Mickeys not so scary party)starts Mid-Sept and while there are props out during the day, the vast majority of the stuff is covered.Keep in mind that the studios close early on the nights that the HHN is going on ( which means 5pm for the general public) .I don't think there are any decorations at IOA.

UO previously announced that HHN will begin sept 25 2015.


so opening week will be the last weekend of september.
